How can I help a kid in 11th grade improve his reading skills? He reads on about a 4th grade level.?

This kid has never been diagnosed with a learning disability. He is quiet, but intelligent. His family has moved around a lot, and both his parents are in jail. The family with which he’s now living alerted me to this problem. I really don’t want this sweet, good kid to fall between the cracks because he’s never had anyone care enough to give a damn.

I need documentation that reading anything is quite good for developing literacy.
“Calvin & Hobbes”, is a wonderful piece of literature that develops thinking skills & expands a child’s vocabulary. Alas teach will not consider that “Calvin & Hobbes” is good for child, instead insisting he MUST read 3rd grade level FL Sunshine State books.
Boy finds the Sunshine State books tedious, (h*ll, I do too), & he is not being tested on what he reads, he is only required to read 20 minutes per day.

What documentation is out there showing reading anything is good for a child; & for developing literacy…
