I am trying to date this term as back as possible.
Since as for me, I only heard it for the first time in my country in the nineties.
(I’m sure if this applied in other countries before, though…)

Do you feel that the “language” generally used in Internet chat rooms, sites such as this one, and the abbreviated language used in cellular phone messages are contributing to the functional illiteracy of our culture? Do you see and hear degradations in language skills that you believe are attributable to these media? I would be especially interested in the viewpoints of educators.

“The U.S. ranks 49th among 156 countries in literacy and its functional illiteracy rate is five times higher than Cuba’s. Twenty per cent of Americans think the sun orbits the earth and 17 per cent believe the earth revolves around the sun once a day. Twenty per cent can’t find the U.S. on a world map. And according to the New York Times, U.S. workers are so badly educated and lack so many basic skills that American business spends $30 billion a year on remedial training.” Tyee

For most of the past decade, a number of editorial writers, politicians, members of the clergy, and other pundits have described America as a nation in some sort of crisis. They point to a growing number of people who drop out of high school, who are living on probation, parole, or in prison, who are victims of domestic or criminal assault, who are addicted to drugs or alcohol, who are infected with sexually transmitted disease, who are having abortions, who are giving birth outside of marriage, who are getting divorced, or who are relying on Ritalin, Xanax or Prozac to…

We often see articles in newspapers or magazines about the shocking extent of poverty in America or some other English-speaking nation. But how often do the articles examine the cause of the poverty? I cannot remember ever seeing such an article. Many persons of influence — celebrities, educators, and politicians — bemoan the extent of poverty. Many of them want to help. Some of them actually do help, but the help is almost always something involving providing money or physical items to temporarily relieve the symptoms — the pain and suffering brought on by poverty. It is almost never something…
