In Mexico and Chile ( Democracies ) There are several Top International rated Universities, Colleges, and Techs’, and many other good schools like the Hebrew Institute of Mexico.
IPN or UNAM

In Cuba the Literacy rate is 100% thanks to Fidel Castro and his system.
Everybody in Cuba knows how to read and write in Spanish.

But why some pirivileged citizens of first class countries refuse to recieve education and they hang out with gangs and junkies ending on criminal activities?
Why they don’t go to the public libraries that are free, or enroll to Schools ( free most of them )?
