depends what you intend to build
for the information you are asking my suggestion would be to travel to Cuba and speak with government officials.
Literacy, education, government stability, natural resources, all of that is good. May I ask where have you been so far that you don’t know that ?
Natural resources, depend on what you want to do
A minor problem might be that the brothers are not very good in keeping their word. fidel nationalized all foreign businesses when he seized power 50 years ago. Now he may need them back, but there is no guarantee that whenever he feels like it, he might not nationalize them again

I know from when my company out sourced to China Literacy & education in other countries is Hollywood fiction, and never found out side.
The Cuban’s are hard workers, but there are the following issues.
1. Even the capital only has power 3-5 hours a day.
2. The current government while things are changing requires ownership of all industry.
3. The taxes in Cuba are a killer.
I have to say that the out sourcing train is coming to an end, and you are much better off having your product made by a contractor or in America.
If you must out source Ethiopia & Madagascar are the cheapest, and you can hire a PHD for less then $150 a year. If you want better work, and if you are looking for a more trusted banking system try Panama it has many tax & international trade advantages. China is a bad idea cause it is planning to nationalize all partnerships, and raw materails are going up there too.
I agree with Steve qa. Ethiopia is a good place for investment and opportunities. Hardworking and cultured people, cheaper labor and resources….etc
