None shall remain illiterate

When India was adopting Constitution of India, they specifically directed the state that they should take efforts and none should be left illiterate. They did not talk of proper education because they knew that they shall not be able to give proper education to the citizens of India and therefore, they talked about illiteracy and if we have an introspection, even this target could not achieved and we have wasted about six decades.
We know what is proper education and that could mean that where the students are obliged to come for having proper education, that institution must have an educational atmosphere. When we talk of educational atmosphere, we can have in our mind such a place where there should be suitable accommodation, suitable seating arrangement, suitable arrangement of water, air and there should be play ground, community hall, stadium, workshop, laboratory, dispensary, library, garden, canteen, hostel etc. etc. and even they could have directed all the people interested in establishing education institutions co come to this complex and establish their units here. But we know the state was not interested in all these facilities and that is the reason, most of the schools are not having educational atmosphere and they are just giving instructions of 3Rs to the students and nothing more and in spite of all these lacks on the part of the state, they could not bring all the people to the schools and if there is real survey today, we shall come to the conclusion that half of our population is not in a position to sign and when we talk of standing in line with advanced countries, we shall be condemned to shame with all these illiterate people with us.
At present some private schools, colleges and training institutions are being opened by the private individuals and companies and they are giving us some hopes that in the near future all government schools and colleges shall change their working or they shall vanish and all the people shall be admitting their wards in these private units and if government and government aided institutions continue they shall have having only students from poor families and in the near future our country shall divided on the basis of education and training they have.
We can say that the state took over itself the responsibility of giving proper education to the citizens, but actually the state has failed and if the private sector continues like the present, we have got some hope that the constitutional obligations could be fulfilled to some extent. But the poor shall suffer because education has become so costly that the poor who are not in a position to meet both ends meet shall not be able to send their wards to the new set up.
The people of India and the governments in the country must have an introspection and must see the out way and see that they could fulfill constitutional obligations.
