1. Why you want a Ph.D. Your career goals.
2. Your research goals and interests. What you just said but with a bit more detail about how it fits into language, literacy and culture. It’s not self-evident why you would do your project in this kind of program rather than sociology or women’s studies or something else. If you’ve already done some research in this area, talk about that a little bit.
3. Why you are applying to this school and dept. What makes it a good fit for you, your learning preferences, your research needs and the dissertation topic you have in mind? What else does it have to offer that attracts you (e.g. resources, faculty, classes, projects, aims, opportunities, reputation)?
4. Which faculty member(s) in particular do you want to work with and why? How will their research and expertise inform your project?
Obviously 3 & 4 will require some research on your part, looking at the department’s website and reading some faculty articles. Will also have to vary from school to school if you are applying to several (and you probably should).

Edited to add (Re: additional details): Same basic information applies, just explain what your research has to do with your job (i.e. how you will be able to apply it) and why their program is the best place for you to do it. Didn’t mean to imply that Language, Literacy and Culture wasn’t as appropriate as sociology, but rather that you need to make the link more obvious to them when describing your topic. Part of your statement should be to justify how your research fits into their program.
